USE OF FACILITIES GUIDELINES

College use of facilities shall have priority over requests for use by an external organization, agency or individual. The College may make facilities available for the periodic use of governmental agencies, county government, community organizations, and individuals, provided that the use of facilities is not in conflict with the purpose of the College or any policies, regulations, or legal statutes governing such use. This policy does not include those facilities in the upstairs of the Foundation Performing Arts and Conference Center. Their use is governed by a separate policy. General Guidelines include but are not limited to the following:

Use of College facilities by partisan political groups and religious organizations is not allowed. (Board of Trustee Policy 601)
Facilities may not be scheduled as a regular meeting place for outside groups.
Any organization or individual using the facilities for profit-making purposes will be assessed a fee consistent with the fee structure of the Foundation.
A fee may be charged for use of College facilities if use requires additional services of the College staff (custodial, security, traffic, other).
The use or possession of any controlled substance or alcohol is strictly prohibited. Eating, drinking, or use of tobacco is allowed only in designated areas. All College buildings are smoke free.
The standards of reasonable public behavior are to be observed and anyone failing to comply with the authority of appropriate College personnel may be required to leave the facility.
The user shall be responsible for the supervision of the activity it sponsors, including the maintenance, of order and safety of the people present. Depending on the expected attendance, the College may require police security be provided by the user. Users may be charged for damaged or missing property.
The user shall not assign or transfer its permit to use College facilities to any other agency or person(s) without the permission of the scheduling authority.
An agreement to use College facilities may be cancelled at any time prior to the event by the President or his designee for good cause.
The College reserves the right to deny access to any group or organization. Exception to the policy can be made by the President or his designee.
Prohibited activities include:
- The possession, use, or sale of alcohol or illegal drugs.
- Gambling.
- The possession of weapons, i.e., knives, guns, etc.
- Smoking, except in designated areas. All College buildings are smoke free.
- Any activity which is in violation of North Carolina or the federal government.

Other specific guidelines may apply depending upon the facility. A complete list of guidelines may be obtained from the scheduling authority. A USE OF FACILITIES APPLICATION FORM (see p. 2 over, attached or following) must be completed and on file with the scheduling authority prior to the use of the facility requested.
